I am using GOverlay with the LCDSysInfo display.

When I have it configured to only read from an ini file (no other sensors being used), and the ini file has not been updated in a while, the display goes into power saving mode. When it comes out it does not display everything properly.

I believe I have worked around this by adding a hidden time object, though I wanted to find out if there is a way to disable the power save mode.

The power saving mode is builtin in the firmware and there is no way to disable it, i recommend adding a date/time sensor and make it hidden as you say, that will prevent the display from going into power saving mode.
