I totally missed that link from eric, lechuck is totally correct, that unit isnt compatible with GOverlay so it wasnt a faulty unit at all.

Not working on two desktops. Works on other PCs.
Log and report attached. Goverlay runs as admin.

the report shows that the unit is okay, so the issue is on the software side with your PC, probably with the usb library.
1- Try connecting to a different port.
2- Try using a different cable if you are not using the same from the working computer.
3- Try uninstalling and installing libusb again
4- Try running GOverlay as admin
5- Try uninstalling the driver from the "Device Manager", rebooting, and re-installing it again

Solved by decreasing dll, sys versions from 1.2.6.0 to 1.2.2.0
