the report shows that the unit is okay, so the issue is on the software side with your PC, probably with the usb library.
1- Try connecting to a different port.
2- Try using a different cable if you are not using the same from the working computer.
3- Try uninstalling and installing libusb again
4- Try running GOverlay as admin
5- Try uninstalling the driver from the "Device Manager", rebooting, and re-installing it again
